The easiest Dealer who would welcome a talk on this would be Jim Sabia - whose site this is. I would start there.
The webinars are just for other dealers and we do not get too specific with numbers to keep privacy for all involved. It might be best to just be in on the webinar and use the 'chat box' for you comments if you don't want to get into any details prior. You can also always ask to remain anonymous.
You are right about it tying into who you have in the shop - not all techs are efficient. It also ties into your processes - some stores have very efficient techs but they are waiting on parts, approval, a congested or un-organized lot, etc..

Ah payplans, my favorite topic! We did not have time to open that can of worms and cover it properly on the webinar (although we are considering devoting one webinar to just that topic)
I have seen so many different ones work and would be happy to discuss them with you - my cliff note version is this:
* They should always be impacted by productivity and efficiency. Not all stores can do 'flat rate' but base pay + efficiency can be done in ANY store. It can be done individually or as a team.
* Sometimes this starts with not adjusting pay but starting to monitor each tech weekly - "here's how many hours I paid you for last week, here's what we were able to bill from that"
* You must introduce the new plan properly - hearing them out and getting buy-in PRIOR to changing it or you run the risk of shop chaos/ losing your best techs.
